Based on what criteria? Technical skill? Structure complexity? Emotional load? Or plain band/song popularity?

I really don't think any objective rating can be done. And subjective contests carry no useful information as far as I am concerned.

I know exactly what you mean, according to who and what? Perhaps it's a poll but more than likely it's not. It's just the best because some guy says so. Perhaps someone on guitar.com should start a more accurate list? Something that breaks it down into categories like you mentioned.

There should probably be more than one list:

The 25 coolest guitar solos:
-According to some editor at the Rolling Stone
-According to real guitar players
-by poll
-by popularity
-by how it affected the industry

Some of those, IMO, don't belong on a top 25...or even a top 100. but whatever.

Those solo's are cool and everything, but I would have to include Advanced Corpse Tumor solo by Necrophagist in there. The solo has it's own name too: Hymn For An Angel.
